All arrested individuals who do not bond out of jail routinely appear before a judge within the first 24 hours of arrest.  Judge Walter R. Heinrich has held the position of First Appearance Judge since 1989. The judge informs each arrested individual of his or her charges and bond via fiber optic video court. In misdemeanor cases, the judge may accept a guilty plea and release the arrested individual on his own recognizance or time served.

Inmates that have not been released from Intake Housing are assigned to General Housing by the classification section. Those classified to be housed at the Orient Road Jail will be in Direct Supervision housing. The goal of the Orient Road Jail is to create a secure, safe, and humane environment for both staff and inmates. Under Direct Supervision, a deputy supervises each housing pod and works among the inmates without any form of separation from them. The deputy is able to directly interact with the inmates and be proactive to any potential problem situations. Direct supervision enhances the interaction between deputies and inmates, reduces inmate violence and vandalism. The need for frequent and costly inmate movement is greatly reduces by providing all services in the housing area, such as dining, recreation, visitation, and educational programs.

Getting Messages to Inmates

You may communicate with an inmate at any time via the U.S. Mail or private delivery service. We receive deliveries Monday through Saturday from the U.S. Postal Service. All incoming mail is opened and searched for contraband. Legal and other privileged mail is opened only in the presence of the inmate addressee.

Money for Inmates

We can only accept government checks, cashier’s checks, traveler’s checks and money orders. The instrument must contain the inmate’s name, booking number and the depositors name and address. The transaction may take between 24 and 96 hours to complete. To determine the inmate’s name and booking number (excluding juveniles) you can go to Who’s in Jail? For a daily listing of inmates and their booking numbers.

Visitation

The inmate may schedule visitors seven days a week. Visiting hours are 7:00 a.m. to 9:30 p.m.  Length of visits are one hour with a half hour open time in between visits.  A valid government or picture ID is required.  The maximum number of visitors that may visit an inmate at the same time is three.  Children under 18 years of age must be accompanied by an adult (one adult may accompany 2 children under 18 years of age).

In order to visit an inmate, you must have the inmate place your name into our visitation system.  If your name does not appear on our visitation list for that day/time, your visit will be denied.  You can do this by writing the inmate a letter, or if the inmate calls you, you can ask them to add you to their visitation list.

Phone Calls

Inmates cannot receive phone calls.  Collect calls can be made from the housing units from 7:00 a.m. to 10:00 p.m.
